Position Description 

Safeguard Iowa Partnership has established a model for private sector representation in an emergency operations center (EOC) designated for a representative from the business community. The fundamental goal of the SIP-EOC liaison program is to continue to enhance the quality and effectiveness of the state‚Äôs response capabilities. 

The goal can be achieved in two ways: resource management and gathering and sharing of information.

This is a volunteer position subject to your availability in case of an emergency. Participation in the state or county EOC requires approval of your employer.

Competencies 

While experience in Business Continuity or Emergency Management is recommended, it is not required as there may be employees in other areas of the organization with the desire to assist during a disaster and have the necessary skill sets to serve as a liaison.

Ideal volunteers will have:

  • Desire to help their organizations and community during a disaster.
  • Experience and ability of working under pressure.
  • Project management and leadership skills to coordinate multiple tasks.
  • Effective oral and written communication skills.
  • Professionalism and experience working with confidential information.
  • Proficiency in the use personal computers and Microsoft Office.


Roles & Responsibilities 

  • Assess and track the status of private-sector problems and needs. Assess the impact to the private sector of problems reported by other entities.
  • Gather information on private sector operations by phone, fax, e-mail, Internet, news, media and other means available.
  • Provide the EOC with information regarding private sector issues (key operational timelines, facility locations, building access needs, transportation needs, relocation logistics, security issues, recovery priorities, etc.).
  • Make resource offers on behalf of the private sector to the EOC, as resources become available.
  • Provide information for EOC status reports as requested.
  • Disseminate relevant information and guidance from the EOC to private sector contacts, as authorized.
  • Provide brief verbal status updates as requested regarding the health of the private sector and key infrastructure providers.
  • Provide a shift change report/briefing to the next SIP-EOC liaison on duty.
  • Participate in meetings and conference calls as needed during the shift.
  • Participate in after action debriefings to provide constructive feedback on lessons learned and opportunities for improvement.

Time Commitment 

If not activated to a county or state EOC, anticipate 20 hours (or less) a year for training and exercise participation to maintain your proficiency.
